Gaudy welsh? footed bowl/dish

I'm still not very good at ID'ing this type of thing...but I think this at least looks like what people call "gaudy welsh" based on my cursory internet search. It's 7 1/2" across, and about 2 1/2" high. The center of the base is unglazed as seen in the pictures. If it is gaudy welsh would it date to around mid 19th century? Thanks once again!

I'm not quite sure what to call it, but it's not gaudy welsh. Gaudy German would be my first guess.

 

I think it's Nippon based on the shape and colors. The cobalt blue rim and the red and lime green decoration are characteristic of circa 1900 Nippon. Also the thickness and shape of the pottery.

I agree with Don. Japanese, early 1900s.
Probably a master candy or nut bowl. Most likely had identical matching little bowls.

Thanks again - wish this one had it's little bowls with it - but alas for 2$ at the thrift you can't expect to often find a complete set. I'll go with Nippon on this one, the help is very appreciated.
