What is this? The cap is a lid. serial numbers stamped on base.

    Could be a humidor. What size is it? What does the base look like?

    If the lid has a recess underneath where a damp sponge could be inserted, definitely a humidor.

    It's not Soviet made, cannot even imagine anything like this at that time. It's new, early 2000, I think, made for tourists.

    There are a few differences between the one in the article and OP's: the bow tie is different, the mustache doesn't curl up and he doesn't seem to be smiling :(
