Your painting appears to be a late Victorian genre painting in a gilded gesso frame. A close-up of the painting itself would be helpful to identify activity. The location should be able to be identified by the language above the doorway (which I can't see clearly.)

The picture you posted is too small to make any real observations - other than it is a quality piece that has been restored, e.g. it has been backed with a fresh canvas support (relined).
It is also possible that the painting has been reduced in size, but of course that is hard to tell from a small photograph.
The use of corner triangular braces on the frame reverse is not a particularly common practice although I do see it quite a bit on frames put together in Scandinavia, however this doesn't look like a Scandinavian molding to me.
The frame isn't original to the work and in my opinion crowds the painting and does nothing for it. Frame is a silver foil type with a yellow over lacquer, imitating gold leaf.

Could it be Otto Rethel?

 

That's very unlikely. Rethel also produced genre paintings but he was a much more accomplished artist. (Notice how skilled he was with the use of light.

You misunderstand me. I didn't mean that all of his paintings were light. I meant that he used light skillfully. Look at your example above and see how the figures' faces are illuminated.
