    Ahh thanks, I was wondering why I wasn't finding anything quite like the OP's carvings listed as baleen.

    As mentioned above; whalebone, with baleen base. Baleen can be a bit difficult to identify until you have some experience with it; larger pieces may have an attractive fringe; smaller pieces may look like wood or horn.
    Bugs really like to eat it, so the appearance of small tunnel-like chewed areas is almost diagnostic. The harvest and preparation of baleen is an interesting - also smelly and messy - process.
    In addition to the baleen boats, you'll see pieces with etched drawings; and used as decorative elements or bases in other carvings.
    Don't ship your item across the US/Canadian border and you should be OK.
