Unknown tool: Rigging device?

Looked at it and “manipulated” it today. The rollers do roll with hand pressure but don’t keep rolling. Rollers are covered with thick layer of rubber, so I’m definitely thinking of this having three thick electrical cables through it.

 

Here's my youngest son wrassling what is probably the Vegas Circus Circus balloon.
The balloon is actually tied to the brush guard I built for my truck in which he came home from the hospital when he was born.
If something went wrong I could back the truck up quickly and pull the balloon down.
Note my license plate.
The other is me handling the Wyoming balloon.
