Potties, Chinese three character mark help

    Hi all, I picked up this little creamer today and hoping someone can translate the characters on the bottom and possible date.
    Looks like porcelain and the design and partial dragon is of Silver.

    It is early 20th c Kutani, maker is Wataya.
