Tie pin or money clip

Hi all which is it for this pin. Unfortunately damaged but I still like the center piece is silver and I believe the pin itself is brass. Any ideas of age please and what the symbol is at all 75mm long chris

 

Double headed eagle? Russian, maybe?

 

Double headed eagles are found all over Europe. The symbols, that is. Several Dutch towns have them in their crest. The same goes for many European towns, provinces and countries, today and in the past. I could fill the entire forum with European double headed eagle crests.
The Russian imperial eagle wears crowns and other regal paraphernalia, and a specific coat of arms, as do other imperial eagles:

Albanian, at least no regal paraphernalia. Many European town crests look roughly the same:

 

All right, who stole the crowns, sceptre and orb. Nobody leave the forum!

 

Looks like one of the legs is broken off. Is it?

 

Yes, it is. Or it was born that way. In either case I believe it deserves a chance. Coping with a missing foot really makes life a balancing act for a top-heavy two-headed bird.

 

If you REALLY like it and are going to keep/wear it, AND it's sterling, I'd have a leg made to match!!!!!

Thanks aq I had thought about that but I wasn't sure whether it could be done. Would like to get repaired but would the cost be worth it might check it out thanks to all.
