Trying to find out the artist

Does anyone know who the artist is?

 

By that frame and general look of the work ..I can't be sure but it looks like a Chinese factory painting.

it's a lovely frame though....but the poor woman looks to have a broken arm......

To put it blunty, no. It's value is decorative. What someone will pay for a fancy frame and "genuine" oil painting to hang on a wall.
