Featured some sort of spoonspoon

    While it's possible....the absinthe spoon is made to let a greater flow of liquid thru it....speically near the handle......and doesn't have the ornate end to the handle yours does..

    noticed that ice test tested silverand scratch test came up silver so not sure

    Maybe a berry spoon?
    I believe those two digit marks are for plate, @Bakersgma will know.
    German makes sense for the style.

    'MADE IN HOLLAND' - it's a silverplate cake/pastry server, looks like the top was broken off...

    'Taart' is sweet, savoury pies are called 'pastei', schep is scoop.

    A taartschep is flat, and this looks like it has a slightly rounded bowl, more like a berry spoon, in Dutch 'aarbeienschep' or 'nat fruitschep':

    This is a Dutch cake server. Doubles as a pie or confection server.
    Absinthe spoons are typically smaller and have more pierced/reticulated work so that the liquid can flow around the sugar cube.
