Something mesmerizing about this inscrutable gentleman
10" tall, base is 3" wide by 2.5" deep

    The color choices seem odd.

    Ideas appreciated

I like him. That little smile is wonderful.
He is an official, with access to the court. He is carrying a ruyi scepter and a court necklace as signs of his status.

I think it fits into the mudman category.

    Nice input

Would the statue be generic or recognizing a person?

    What's a mudman?

Ceramic Chinese figurines, often fishermen and the like. They're made of some sort of brown pottery. This guy is in the same vein. He has the Rui in his left hand, but what's with his right? He might be some sort of fairy tale figure if that right hand is a flipper.

    Could be either.

Chinese mudmen have brownish terracotta faces and hands, which makes them look a bit muddy:

The porcelain your gentleman is made of is often called Wucai. Wucai means five colours.
Here is his boss, not nearly as nicely detailed and charming as yours:

Looks like the cuff of his sleeve. The other sleeve also has something green near his hand. Those jackets had very long sleeves.
