Yes, it reminded me of Czechoslovakian bottles, but I notice you said 'style'. The ones I've seen, had a smooth surface and were generally better executed.
Still, a pretty bottle.

There are plenty of men who collect perfume bottles. There are also men who use them. Don't know if any of them are called Fred.

 

To make it odder, my great-uncle was named Fred. He was a farmer who kept cows; let's just say he was far more familiar with other forms of "perfume".
