Featured Remember the "weirdest piece I've found"? ..well I take it back

I have no clue what this is.
A long, square wooden hollow box with a metal-tipped wooden rod set into one end. It appears to have square nails, is 29"L x 2" x 2.5" and inscribed as follows:

The rod is off center. Also hollow. And my Son picked it up and blew into it [without touching it to his mouth!] and it made sound. He thinks it's a whistle. Really?

I agree that it is from a pipe organ. When I was working on the Brooklyn church the pipe organ was being repaired. The pipes measured from 37 feet down to 3".
