Question on the marks on this elephant creamer

    I bought this elephant creamer at a second hand store, it was very dirty and it wasn't until I washed it that I noticed these weird bluish marks. They are a part of this piece. Can you tell me, in your experience, what it is? I included a pics with and without the flash. Thank you for allowing me to learn from your knowledge.

    Some previous owner was painting with that baby blue color paint and got spatter on the piece would be my guess. Maybe for a nursery?

    here is the bottom. I don't see any marks, but I miss them sometimes elephant bottom.jpg . This poor lil elephants didn't get much love that for sure.
