These feel like some type of stiff fur, can't find same label. what are these ?

 

Giant ear plugs?
Some kind of a toy/game?
Hood string with stoppers?
Mutant cone shaped Tribbles?

It's a toy and popular souvenir item, a sealskin Eskimo yo-yo. The idea is to get them rotating in opposite directions.

Well, I wasn't too far off............when you hit yourself in the nose with one, it will start to run..................or bleed...................I know THAT for a fact.........

 

They do CLACK! There is a cute cat in this video, too.

 

This guy shows an example of cone shaped seal skin yo-yo, but doesn't use it in this video.

 

A toddler can do it. With a nose bonk at the end!

I had a set of these for sale on Ebay, didn't know the rules, it was pulled immediately. As memory serves, they even called me on the phone!
