U.O.C. Club?

Does anyone know what the UOC Club is? I've exhausted my search.

 

Let's start by trying to identify the location. What is the name/address of the photographer? And what is the July date on the photograph? (It might have significance, especially as it's not the 4th.)

If I'm reading the photographers blurry name correctly as "Starsen" more likely though, is the fact that in 1920:

"The Starsen family name was found in the USA in 1920. In 1920 there was 1 Starsen family living in New York. This was 100% of all the recorded Starsen's in the USA. New York had the highest population of Starsen families in 1920."

It looks like Starsen Photographic Co to me too on Clark or maybe Clara Ave. The date is June 1?th 1918 I think. Could the letters be something other than UOC?

Hopefully clear close ups will be of help.

 

Notice in the title that the occasion was both a family outing and a flag raising? That makes it likely to be an emigrant group.

U.O.C - Could be a fraternal order or benevolent society? They were numerous at the turn of the 20th century. "U" should not have too many choices, perhaps United or Union or University.

 

Enlarged I read U.G.W. Could it have stood for the United Garment Workers [Club]? Not to be confused with ILGWU, the union, but perhaps a benevolent society affiliated with it?
