Wrought Iron Stand Holder

Any idea what is this meant to be used for with those covers?

 

Gee......I love that! I'd use it in the garden to hold some tuber begonias!!

 

Is that the "cover" for the lower basket in the picture showing the bottom rimmed edge of the other? It looks like it actually fits inside the lower basket. Maybe a mismatch?

 

Both covers can sit on the rims or or fit inside the baskets.

 

I'd use it in the garden too.
