Help Identifying A Syrup Despenser

I have a syrup dispenser that I need help to identify and determine what the value is. I have not been able to find this on the internet so any help would be greatly appreciated.

 

I couldn't find any references either.
It's a real eye-catcher, though.

Is that Depression glass, thus dating it to that time period?
Also, is that some fine print on the label?
I like this thing more every time I look at it. I've been admiring some people's collections. I didn't know there even WERE such things.

 

These are the kinds of syrups found in a soda fountain/ice cream parlor (and nowadays in a coffee shop, I guess.)

 

The fine print says, Oakland, California. Funny thing is when googling Universal Syrups, most of what I get is references to a 1979 business registration for "Universal Industries, which will do business as Universal Syrups in California."

 

Absolutely gorgeous. It is so Deco!

Maybe someone will be along to help describe the amazing glass on this piece.
