There was an assay office in Kiev. In those days most cities and towns had an assay office for precious metals. Not only silversmiths from Kiev could take their silver to be assessed and marked, but also silversmiths from the surrounding area. These could have been people with a small silver workshop, with maybe just a boy to assist them, or a small family business.

According to the following page, the head with the hammer is the:

"Hallmark of Moskovsky District: Worker head with hammer with assay mark" for 1927-1954
    http://hallmarkwiki.com/?ShowHallmark=15640
    http://hallmarkwiki.com/?key=&country=Russia&province=&p=0

Nowww that particular site with Russian silver marks doesn't show the mark with 2 dots. Also I don't know how reliable the site is??

I have found a couple of pieces of Russian silver with 875 rather than 84 on eBay and as we all know eBay is noted for erroneous descriptions. Both of the items are described as dating after 1908.
    http://www.ebay.ca/itm/Vintage-RUSS...t-Cup-Moscow-Kokoshnik-Mark-875-/132099454363

Wellllll.... I can only find one of them now. I forgot to bookmark the other one.

Edit: Just found mention of the worker's head with hammer, but has one dot under the head. They are dating it 1927 to 1958.

"According to my reference book; World Hallmarks Volum1 Europe 19th to 21st Centuries, the Soviet domestic hallmark of the Soviet worker’s head facing right with a hammer was used from 1927 until 1958."

    1st, 2nd, 3rd, 5th, etc.... replies:
    http://925-1000.com/forum/viewtopic.php?t=40397

Farther down in the query it says the 5 pointed star with hammer & sickle replaced the worker and hammer in 1959. In 1954 the workers head changed from being in a oval to being in other shapes. About replies # 7&8.

Bakers, look at p. 374 in Tardy's International Hallmarks on Silver.

Do note the assay mark has .875. If this info is correct this cup dates from c1928 to c1954??

Unfortunately I've never laid out the serious coin that Tardy costs, Susan. :(

I believe there is a mark under the hammer, possibly a Cyrillic letter. I have edited the mark in hopes of IDing the letter. The letter woukd tell the location, district. I can't read the letter. It could be anything from the letter K, H to X, etc... Am including a few of my edited versions in hopes someone has a guess. I had to change the colors, clarity, noise, etc....

Oooops, my mistake. It was the other Sue that had Tardy. Gee, I miss her. Following is a scan of the the page with the worker's head and hammer and the "district numbers in Cyrillic characters" that appear under the hammer.

Thanks for that info Susan. I have never seen a 'man with hammer' mark, apparently they were in use after the kokoshnik mark, and before the star mark. One 'mwh' mark from 1927-54, and another 'mwh' mark from 1954-58, when the star mark was introduced.
If the other mark had the tau district letter, then this mark could also have the tau, like Moscow had the delta.
The marks are small and not very defined. Maybe the kokoshnik mark is also a 'man with hammer' mark. The piece is marked twice, maybe in different periods, even different districts. That would be unusual, but it does happen sometimes.

The tau district-mint letter means Riga. РЮ means Riga Jewelry (Factory).

According to this site sigma is Riga, tau is Kostroma:
    http://www.silvercollection.it/dictionarykokoshnik.html

The town or Region symbol was on the left of the oval cartouche expressed in a letter of the Greek alphabet:
    Riga Sigma
    Kostroma Tau

I don't know if they are right, but this is what I find on other sites as well.

    According to the following site:

    1. From 1908 to 1926 the tau was the district mark of Kostromskoy and sigma was the mark of Riga.
    http://hallmarkwiki.com/?ShowHallmark=15637
    http://hallmarkwiki.com/?ShowHallmark=15636

    http://hallmarkwiki.com/?country=Russia&province=&key=1908-1926

    2. From 1927 to 1946 the tau was still the district mark of Kostromsky. The sigma became the district mark of Kharkov. It doesn't show the mark for Riga during this time period.

    2. From 1946 to 1954 the tau became the district mark of Riga and the sigma became the mark of Novosibirsk.

Since seeing your posting Spooner, BTW welcome to the forums, I have found several postings on different silver forums saying "P" stood for Riga. With all this, it looks like Bakers was right on track with her 1st posting in this thread, message/reply #3.

It was for kokoshnik marks. The tau letter used for Riga after 1927 and was on the right of the oval cartouche. This info is from the best russian book about silver hallmarks (authors: Postnikova - Loseva)
