    That looks like Sanskrit or an alphabet based on it. Beyond that...dunno.

    Just from Googling around: might be for a religious festival - Vishnu and his 2 wives riding Garuda (on top), and Naga the hooded cobra (underneath).

    Or maybe it's a poster for Harry Potter and the Chamber of Secrets.
