Frame and style suggests late 19th -early 20th century. What is it painted on?

    It is charming.
The clothing seems to be inspired by Dutch 17th century paintings, but this was painted much more recently. Here is a painting by Pieter de Hooch with similar dress:

The landscape is not in Holland, which is as flat as a pancake. Holland is in the west of The Netherlands. There are some landscapes in the south and east of The Netherlands which are less flat.
The green pottery could be French, but the clothing is not.
I think your painting could have been painted anywhere in the world by someone who was inspired by well-known painters.

The haystacks may provide a clue as to artist's intent as their shape varies from country to country. Here, for instance, are French haystacks as depicted by Monet.

I think the haystacks by Monet are generic European in shape.
The ones in SSlavas painting look like wheat sheaves. It is harvest time, the people are enjoying a break before they continue reaping.

You're right. "Sheaves." Much more precise wording.

And much smaller. You can sleep on a haystack, if you try that on a wheat sheave, it will collapse:).
