Yes, it looks like 1686 to me.
Sorry, can't read the handwriting either. But since it is Toulouse and Montauban, it could be in Occitan, not French. I have been exposed to some Provençal Occitan, if anyone can decipher the writing, I may be able to make out what it says.

I'm guessing the two top lines to left are the "fourth July 1686", though fourth in French would be quatrieme and the word used looks similar but not the same.

To the right prob "For Monsieur Jean de Vabres" and "From M (male/female?) F??? de Vabres"

Overleaf there is a reference to "Francois de Vabres" and possibly "Marquis de Castelnau"

Similar but not the same could be due to the period it was written (not yet standardized), or that it is indeed Occitan, which has never had standardized spelling.

Just above "Francois de Vabres" there also seems to be a mention of guilyaume, could be Guillaume. The words before that "perouw declara"(?), could be like 'épreuve déclara' - proof declared.
Maybe Guillaume .... provided proof for a legal situation the de Vabres family were involved in.

Just a thought on de Vabres.

Would this have been in common use to indicate someone from Vabres, or would it at that time have become a family name?

Wow, nice! I was already typing away but deleted the whole thing, totally unnecessary now:(:).
Now it's on to finding out about legal dealings of the Marquis.

Sorry, that should be the seigneur, Jean, since marquis Francois died in 1684.

The front says for someone and against someone, so I'd guess it's either notification of a legal action or a record of a judgement.

If you look at French Canadian genealogy records, they look like this.

I should add that the Canadian American Genealogical Society in Manchester, NH might steer you towards someone up in Quebec who could translate them for you.
