Military Bag? Help with printing/mark

    Hi all,
    I can't make out the printing on this bag, 11" x 9", I think it is military, hoping someone else can read it:)
    any information appreciated

    It looks like 21 & TL then a date.

    I agree military surplus, I use to carry one when I went fishing as a kid.
