Any idea who the person in this portrait is?

    Hola from Mexico!

    This is my first post. I am collector of antiques. I happen to acquire this painting recently and swear that I have seen it before with a name of the person in the portrait, but I have forgoten it. Does anyone out there have an idea as to who the person is and if possible the name of the painter?
