Based on this picture, I was going to say the date was 1950s. But looking at the style, and the base, I'm now wondering if it isn't 1970s.
Do you know if the lamp been rewired?

Can you show a better picture of the base please, that might help determine 50s or 70s.

Lamps were often put together by lamp companies. They would import the ceramic or glass, get the metal parts, and the electrical parts from other companies. Assemble the lamp and sell them under their own name.

Again wait for others to comment.

This is a Chinese hat stand converted into a lamp. Difficult to determine any more details from the pictures, sorry.

One of the determiners of age is the proportion of the shade to the base (assuming shade is original.) That's why good quality photographs are important.

I have no idea how old the lamp fittings are but the hat stand is quite nicely decorated and looks Republic period, somewhere around the 1920's or so. Very good quality.

After seeing the base, I'm thinking this might be a homemade lamp.

What does the plug look like? Are the two prongs even sized or is one bigger than the other?

@blooey would a hat stand have been open on both ends? Otherwise it had to be drilled which will devalue the hat stand.

Probably drilled then as you suggest @clutteredcloset49, not open on base, hat stand is like a vase with holes on the sides
