Those are early milk glass. 1890s turn of the century.
More likely, Fostoria, Gillander, or Dirthridge

Westmoreland was making milk glass later. It's denser.

If you hold these up to the light, there will be an opalescent glow around the edges. Generally indicates the older age.

 

Maybe @Cherryhill will know just which company.

It makes me think of "opaline de foire" from Portieux, Vallérysthal, Richard Duboucarré from Vannes le Chatel. The candy box which seems to miss the grip of the lid is very French.

I'd opine Dithridge, it's their type of wares.

 

There have been a number of old advertisements for assortments showing this style of milk glass. Check here maybe use puff box as a search box for shape.

The cover sure looks like it. The base may be a marriage or just a different batch.

 

Can you take a photo straight on or slightly below 90 degrees? Also what are the measurements for both. Also the bottoms.
