just wondering if anyone can shed some light on him, he stands 22inches tall the plate and dish are not fixed and are removeable, i can see no markings on him.

 

This is a decorator type tem from the 80s-90s and possibly later. I remember seeing them at the gift shows around then. They came in various forms and sizes and more than one company made them.. The one you see most often is an Italian waiter. Have seen Al Capone, Laurel and Hardy, and Mr. Magoo as well.
