Cast Iron Fish

Any idea who and when made this?

The earliest date for this would be 1970's, could have been made anytime after that. It is a parrot fish; they use that beak to knaw on coral.

 

A hanger maybe?
What's the key feature for being post 70's?

 

All I can tell you is that having lived thru over half of the last century, that's about when I started seeing stuff like it show up. I look at a lot of other things too, paint, corrosion if any, the mounting hardware, casting appearance, etc so it is pretty hard to pin down specifics. Thing probably made in China and 1980s was I think the start of massive importation of novelty items from there.
