Any suggestions on maker/origin? What's the best term for the type of decoration?

Look at Sklo. Some Sklo pieces had bases like your piece.

 

Did you get it at the same place as you acquired the orrefors vase?
I ask because it also could be orrefors with that base.
I'm sorry but I cannot really discern the color or colors from your pics.

 

Same place, so likely same owner. The color is bluish/violetish splashes.

 

I wonder if it's not Kosta Boda. I've tried to search with "splatter" but no luck yet.
