I had pretty much decided this was a Selro bracelet until I went and looked at the awesome link: http://imageevent.com/themanyfacesofselro/
provided in the jewelry id library. Now I'm not sure at all.
    I can't see a mark but I haven't looked that closely. It's about 7" long.

Can't help with a maker, but I think the opaque blue cabochons are moonglow lucite. Different combinations of the keywords lucite, moonglow, cabs, cabochons might help get some useful hits in searches.

Try the tooth tap test, moonglow was made in both plastic and glass

Wow - for the first time, my tooth tapping talent seems to be failing me. I can't decide if it's plastic or glass. I think it's glass.

If the tooth tapping doesn't help, you can compare temperatures on your cheek or wrist. Plastic will be a bit warmer than glass. Also if you tap glass against glass, like a mirror (tap very carefully, of course) glass on glass will have a distinct sharp sound, plastic on glass will be duller. All of these comparisons are pretty subtle, but some other tricks to try.

It's a gorgeous bracelet. Not sure, but I think this style referred to as book-chain link.

    Thanks aquitaine.
I'll try tapping it on some glass Lucille. Thanks.

I clicked a crystal bead against a glass and heard a distinct ting. I clicked the stone in this bracelet against the same glass and heard a clack. So I guess it's plastic.

How would I shine this up a little?

Figtree3 What would you do if you weren't afraid?

    Sunshine cloth?
