Are these biscuit cutters?

    At least that's what I intend to use them for. They were in a box among loads of metal/wood kitchenware and hand tools. I've googled "antique biscuit cutter" and don't see any quite like this. One is 3 inches in diameter and the other is 2 inches in diameter.
