This is the closest stick chair I could find to one like yours not having any short spindles for the arms (one).

Although not as well known as Windsor chairs, Welsh stick chairs have been around since the 12th century so, long time ago.
Recently, there is a revival going on with these chairs and they are making their mark in the marketplace once again as well known chairmakers are featuring them.
