What is this Asian silver metal rattling object?

    Hi, this is a small object, a little over 1 inch wide. It is made from silver metal, appears to be plated as I can see some brass showing. It has 2 holes on top of the loop. There is a pellet inside so it rattles when moved.

    I've searched quite a bit using bell rattle netsuke along with silver or silverplate in Asian categories and not seen much like it. I saw one set of silver fruit that are similar, but the seller does not seem to be sure what they are.

    So, what is it, time period, country of origin, what do the Asian characters say? Any thoughts appreciated, thanks in advance.
