I just came from the Goodwill in a nearby college town.
There was a tea set priced individually, I bought the strainer to research. My wag is that it is foreign to USA possibly Asian. The strainer is 6 inches long, 3.75" Diameter. It is accented with Blue. There are no marks.

Hmmmmm. The blue "accenting" is very sloppy, even showing up on the underside in drips and dabs. I don't think the piece was originally like that. Not at all sure that it's even silver plated. Not a clue about where from, but I agree that it does not look American made.

Did the other pieces of the set have the same design motif (minus the blue?)

I took this on my phone in the case at the GW. Bad but only photo
Could it be nickel plate? It is somewhat light in weight.

Tin-ish or brass-ish. Indian (the subcontinent) I would think.

"tin", try a magnet......... tinware is tin plated/dipped mild steel.

A magnet did not stick. Not steel. Thanks for your responses. I am going to look toward India again.
