Does anybody know what this is called or the time period that it is from?

    It is 10 and a half inches wide and is 5 inches from bottom of plate to tip of handle.     A "tidbit" plate or tray - useful for serving those tiny crust-removed sandwiches, cookies or small cakes - just about anything small.

    Very striking color combo!

    I believe that form is called a "sandwich plate", but that's all I can contribute, except that I absolutely love it! The parrots are so frilly, and that orange... wow!

    It's called a Center Handled Server. Used as suggested above.
    1930s-40s
    Look at Lancaster and Westmoreland for possible makers.

    It is silver around the rim. And so is the print. But no makers mark.

    I was looking for a makers mark. Did westmoreland make glass in the depression era?

    I doubt it is marked. One of the main clues to determining who made a Center Handled Server is the handle shape, and how it attaches to the plate. The Chatabout site, that was linked to, uses the keyword CHS. You can use that search term to find all the examples of CHS and then compare your handle and plate shape to figure out who make it. The silver decor may or may not have been done by the manufacturer

    Yes and well before the depression.
    I believe they were called the Westmoreland Specialty company
