The two holes are about one inch diameter. Pivots on the mounting base.

I am not sure yours is the same. We used a very similar item to go into the nose of a calf to keep them from moving when Momma was leaving

    Hi,
It was painful if you moved. If you stood still it did not hurt.
I am apalled at some of the stuff I was exposed to when I was a kid and did not know better.

I think it would be large for an adult bovine's nose.

    It mounts on something.

    Hi,
Might be for momma I could not tell the height with the gleam on the rule. They were screwed to the post in the barn.

For some reason I'm thinking windows - part of one of those really complex transom mechanisms or something?

    I love whatsits.

I'm thinking nautical. Some type of rope guide maybe?

The estate it came from was all nautical decor

I've looked at every piece of boat hardware I can think of

The lightness of the hinge pin makes me think it was more for holding something in place rather than taking a load of work
