At first look, it appears to be a washstand circa 1860 but might be a bit wide and something else. Some Servers have similar configuration but are a bit wider than a washstand. Whatever it is, it has been modified. That bottom shelf is not original. Not sure about those back legs. Does that bottom shelf sit on the floor? Definitely an old walnut something that has been modified. I get a more English feel from this than American.

Wonder if the last word in that address is Topsail? There is a Topsail, NC. Probably the owners name and address written on at some point.

 

Looks like Davey may have a better interpretation of the address. There is a 10 Retreat Rd. in Topsham.
