I'd guess Jan Steel or Ian Steel.

 

Here are more photos, hard to get a clearer picture of the signature....

 

Hmmm , its dutch possibly , in the style of an old master , and that looks like wormholes on the frame so it could be older ( though I know nothing about woodworms! ) . Is that the actual panel its painted on in the pic ? Or is that just the backing ?

 

Thanks for the help. It's the actual panel it's been painted on I believe. It does seem very old, just unsure of the artist.
