Help with this Military Hat Device

    eagle and wheel 1.jpg eagle an wheel 2.jpg Can someone help to Identify this Military hat device? it measures 2.5" across the wing tips and 2.25" top to bottom. I have others like this Buttons, and smaller items but this is the nicest. Thanks for any help you can give.
