I can translate what the priest is saying to those ugly youngsters, I just cannot understand why anyone would put it on a plate. He just seems to be acknowledging that the youth has taken his hat off to him.

Ah,,,the ironic humor of that era.
I love the border design on that plate

Is the decal on the left one way off center, or is it a weird camera thing?

It is off center... climbing the edge.
It is more visible on photo than in vivo

Found a few of the Napoleon & General Kleber plates by the same company. It is being dated from 1910 to 1950. Now that was a big help! :(

The following site has several blue and white Napoleon plates by the Société Céramique. One of them has the same scene as on yours. They are dating the plates "c1890." Scene like yours are the 3rd and 10th thumbnails from the left.

Yes. Dating something 1910-1950 is riddiculous. It is THE plate. Second link and blue and white plates are bigger

It's possible the priest plate is a French product. Sarreguemines produced similar plates although they're usually marked and I don't remember them using that border.

That doesn't mean that they were bought at the same time. Even if they were they could still be by different manufacturers. The molds are clearly different.
