First of all, I'd say the "spinner" definitely isn't all there.....maybe needs to hang from something (a bracket???) above??????

Maybe a folk art version of an actual implement for spacing garden rows? Wouldn't want those bush beans growing on top of each other.
I would measure the distance, along the arc, between points. Comparing the size to the chair behind, it looks pretty close to a foot? A little clumsy but it works. Rolling measuring devices are still in use today but they are more sophisticated.
