Lapel pin w/ eagle & shield - what branch or organization?

    Does anyone know what branch of the service or what organization this lapel pin might be associated with?

    USN but not sure about the VA.
    <May even be Coast Guard or a branch of CG.

    It may be early VA but not now I don't believe.
    What throws it for me is the anchor and rifle.

    p.s. Sailors do serve, and fight, on land (right now actually) and so this could be something to designate that specific position.
