Appears to be silver, maybe agate with bunch of grapes that may be garnets

I sort jewellery for a local thrift store and this item has been donated

does anyone have any idea what this item is? A tourist piece? Or something more?

I would think agate to have more striations in it...

The reverse is opaque, just like the front. The “grape” appliqué has been pinned or nailed through the stone or glass so the heads of the pins show on the back

Bergen aan Zee, therefore marked/given as present in the Netherlands.
    No hallmarks visible?
The Dutch mark could be hard to detect if it's the small sword

It isn't your usual Dutch souvenir, and a text like 'Bergen aan Zee juli 1933' is a very specific and personal text, not a souvenir text.

Could you show us a better photo please? Also one of the back, and of the loop and bail, if you can.
If it is silver, it should be marked. Dutch assay marks are notoriously tiny. It is likely to be punched with the second sword mark Marote posted above.
It could be white moonstone, which used to be popular in the Netherlands.
