Mini Sterling or Coin Hallmarked Ladle ?

    Here's a 4" long hallmarked ladle.Can anyone help me ID the maker & point of origin ?
    PS-Could this little piece be a salt ladle ? Thanks so much for the help.
    PSS-Sorry Mr. Nate, haven't polished it yet.

    Thanks for the help SOS-date & location sound good,I can't make head or tails of the maker.Here's a few more closeups of the signature (the long shot seems the easiest to semi-decipher (kind of) for me.

    Try it rotated this way. I see HL HL but it could be something else.
