Does anyone recognize the red marking on the bottom? (First pic)

      This figurine was found in my mothers' belongings. I know absolutely NOTHING about it!

      Looks like it was appraised in 1996 for $250 and maybe found in a book "A H 50" on page 227???? And the red anchor?? Does anybody recognize it?
