Possibly Florence Barlow, not sure with the RB mark though, Doulton Lambeth. They had many other designers working around the Barlow sisters.

hi, the mark is definitely an RB when you see it with the eye, but it is confusing when she should have retired by then in 1909. I assumed the Barlow sisters had retired by then as Eliza simmance worked as their assistant herself and by then in 1909 Eliza had her own team etc.
      thanks for your interest

@Barry Stephen I have looked at the Doulton artist signatures but can't find any associated with the RB, here is a link if you have not visited this site: https://antique-marks.com/doulton-artists-marks.html, good luck with your search.

Update: I think it's by Rosina Brown, scroll down the post for RB mark at this link https://doultonlambethstoneware.com...n-slaters-patent-vases-by-rosina-brown-c1905/, perhaps made by Eliza and decorated by Rosina, hope this helps.

Hi again Ernest, yes these blue flowers are very similar in style. I agree that it was most likely decorated by Rosina and originally designed by Eliza. I read somewhere that Eliza was one of the designers who continued to sign her designs personally although they were physically produced by her team of artists.
      thanks again
