Unknown tool

Hi I’m new here and am wondering if anyone knows what this is. The base I believe it to be Bakelite. The top is copper with two blades. I found this thrifting at found it fascinating but I have no clue what it is. Thanks for any onsite.

      It’s a small hand vise. The specialized jaws suggest to me that it was used to handle eyeglass lenses or watch crystals. My first guess is optician.
