Is this silver? What do these stamps mean?

    Is this silver or partly silver?
    What do these small stamps on the bostand for?
    It says 95%

    Percentage marks like 95% indicate the
    amount of tin in the pewter alloy.
    Such marks started to be used in the mid
    20th Century.
