I feel like I should know what this is, or what is it used for….but I have no clue. What is it?

You're referring to the cut-out, aren't you? Have you searched out other examples of the craftperson's work to see if s/he has uses that device often?

It’s a brooch I think. But there has to be some use for the cut out. Right?

 

I am still trying to decipher the signature. Haven’t found the maker yet.

 

Could/would you post a in focus close-up of the signature? I see "Cruz" as the second word but that may not be correct.

You know those awful visitor name tags with clips or claws that you have no way of attaching if you don’t have a jacket or a shirt pocket? The brooch could solve that dilemma, too, for all dress-, blouse- and sweater-wearers.
