    I bought it from a woman for $7 who sells paintings and antiques.

    In Russia.We have quite a few works brought from Europe by tourists and antiques dealers.In any case, they used to carry a lot, when the ruble exchange rate was better and there were no sanctions)).

    Maybe open the passe-partout and see if there are any inscriptions on the back of the drawing?
    The passe-partout is of no value; it seems to be relatively new.

    So a late Victorian sepia landscape by a Western European artist. Three initials isn't much to go by but... You can search here if you have the time.
