Featured Small German Pottery Polar Bear

I purchased this at a consignment shop last week and I was hoping that someone could give me some more information about it. I was wondering if it was intended to be a toy or maybe just a display item? Does anyone have an idea of the company that made it? It measures 2 3/4" long and 1 1/2" high. I am guessing maybe 1950's? It appears to be made from some type of clay and is quite hard. I think it is funny that he is smiling, he must have gone to Oktoberfest ! As usual any information is greatly appreciated.

Cement, yes that makes sense. Not a material I would think of on a small scale figure.

 

The examples I posted above say they are papier mache composition, which seems more likely.

Looks like he found the schnapps! And drank the whole bottle. I'd say probably paper mache too; they made a lot of it right after WWII. There were piles of creche sets, but also all sorts of animals.

 

Those were for ark and zoo sets.
